Background:
NEPI is seeking a Chief Operating Officer (COO) to support the STYL scale-up in Liberia. The position provides a unique opportunity to gain high-level management experience in scaling up a large country program in collaboration with partner organizations, donors, government, and other practitioners to foster the replication of an evidence-based and cost-effective program. The Chief Operating Officer (COO) will be responsible for overseeing most daily operational, and IT functions and strive to improve organizational performance and productivity. As a member of the leadership team, s/he will work closely with and reports to the Chief Executive Officer. The position is based in Liberia.

From Liberia to Chicago, research has shown it is possible to identify them, change their mindset and behavior, and integrate them into law-abiding society. The Network for Empowerment & Progressive Initiatives – NEPI, is a 501(c)(3) nonprofit registered in New York in 2016 to address the issues of youth crime and violence with an evidence-based program to create safe communities for everyone. NEPI developed the Sustainable Transformation of Youth in Liberia (STYL) program—piloted in Liberia between 2009 and 2012—provided
8 weeks of cognitive-behavioral therapy (CBT) and cash grants to high-risk young men. NEPI has worked in Liberia since 2004 as a national organization providing initiatives in peace and conflict transformation, mediation, dialogue, etc. One of NEPI’s programs, STYL, is a Cognitive Behavior Therapy (CBT) based hardcore youth rehabilitation program that addresses crime and violence, mental health, creates employment, and reduces extreme poverty among hard-core street youth. NEPI is dedicated to reducing youth crime and violence in Liberia, the Sub-Saharan Africa region, and the world to create safe communities for everyone.

Key Duties and Responsibilities:
- Contribute to the drafting of job descriptions, contracts, memoranda of understanding (MOU), and proposals, continuously analyze, and review internal controls, operational policies, and procedures, and identify gaps for strengthening, training, and implementation,
- Contribute to the daily field implementation activities including the supply of water at training sites and ensuring the timely delivery of participant meals at training sites,
- Work with the CEO to participate in strategic events for policy purposes, including but not limited to coordination meetings, workshops, summits, program, and partnership conversations, and conferences,
- Contribute to the drafting of the NEPI annual organizational budget in close collaboration with the finance, and program manager,
- Support NEPI to conduct annual audits,
- Contribute to the drafting of monthly, quarterly, and annual reports,
- Support the CEO to network and build relationships with organizations to identify potential new partnerships,
- Contribute to communicating the STYL activities with relevant audiences (using social media, etc.)
- Provide support to NEPI intake evaluation, MEL system, dashboard, and virtuous system,
- Contribute to managing the NEPI website and social media outlets, including Twitter, LinkedIn, and Facebook,
- Contribute to researching funding sources and grants, drafting proposals for the STYL scale-up,
- Contribute to the development of memoranda of understanding for partners,
- Assist the CEO in maintaining an active and cooperative relationship with all key stakeholders, including government officials, project partners, other implementing agencies, and other institutions.
Required Skills and Experience:
- Professional experience in CBT and psychosocial initiatives,
- Experience drafting job descriptions, contracts, and proposals and developing plans for expansion,
- Strong strategic, analytical, and problem-solving abilities,
- Experience reviewing, editing, and negotiating contracts,
- Strong interest in social program planning, development, administration, and coordination,
- Experience in logistics and procurement, preferable related to program management,
- Knowledge of and demonstrated experience in financial management, and project reporting skills,
- Strong analytical capabilities and a high level of organization and attention to detail.
Qualifications:
- A master’s degree in public administration, business administration, international development, finance, public policy, social work, or a closely related field is strongly preferred,
- At least 5 years of relevant experience in programs, finance, and partnership management,
- Good communication with strong organizational, time management, and analytical skills,
- Strong writing and editing skills with close attention to detail,
- Previous experience with financial software and creating dashboards is highly desirable.
