Finance Manager
Background:
NEPI is seeking a Finance Manager to support the STYL scale-up in Liberia. The finance manager will be responsible for essential accounting functions such as accounts payable, accounts receivable, month-end closing assistance, file maintenance, and other tasks as assigned. The position provides a unique opportunity to gain high-level management experience in managing budgets to scale-up a large country program in collaboration with partner organizations, donors, government, and other practitioners to foster the replication of an evidence-based and cost-effective program. As a member of the Liberian management team, the finance manager will work closely with and report to the Chief Executive Officer (CEO) during the implementation of the STYL program. The position is based in Liberia.
Key Duties and Responsibilities:
Ensure that financial planning procedures are carried out and transactions are processed – 30%.
Maintain proper books of account and supporting documents, and produce accurate, and timely
reports – 40%

Key Duties and Responsibilities:
Ensure that financial planning procedures are carried out and transactions are processed – 30%.
- Participate in the development and implementation of financial strategy and participate in project management meetings,
- Work with the program manager and Chief Operating Officer (COO) to develop the program budget,
- Ensure donor formats and conditions are complied with and conduct cash flow forecast,
- Consolidation and review of program budgets and ensure adequate internal control is in place,
- Issue invoices, and participate in the authorization of payments for local purchase orders,
- Receive invoices, code to the appropriate expense account, set up bill pays, and ask management to approve disbursement,
- Receive expense reports, code to appropriate expense accounts,
- Create custom invoices and send them to customers,
- Track and record collection and monitor outstanding balance,
- Review customer agreements, and recognize revenue appropriately,
- Record transactions into the accounting system,
- Receive payroll sheets, record to the accounting system,
- Allocate payroll expenses to function and grants, as appropriate,
- Process payments on time, manage liabilities and payroll preparation and processing,
- Perform monthly bank reconciliation, including reconciling online donations to bank accounts,
- Flag long outstanding open items and recommend a course of action to take,
Maintain proper books of account and supporting documents, and produce accurate, and timely
reports – 40%
- Build and/or maintain financial models, and cash forecasts, and create dashboards in the Virtuous software platform,
- Establish appropriate books and records for cash, bank, fixed assets,
- Keep all books up to date and carry out reconciliation to ensure accuracy (e.g., cash count and bank reconciliations),
- Full compliance with rules, regulations, and policy on finance, and ensure compliance with donors’ requirements,
- Perform monthly financial closing, including the release of income from restriction, book depreciation expense, recognize accruals and amortizations, and other journal entries,
- Carry out frequent data backups, and maintain proper physical files, computer files, and folders to enable easy retrieval of information by the organization and others,
- Prepare monthly financial statements and other financial reports and analyses for management,
- Perform and document monthly budget to actual comparison,
- Attend monthly finance meetings to discuss the overall financial status and health of the organization, including discussion of budget vs. actual results and cash flow,
- Prepare financial statements for the calendar year for budget holders, senior management, board, donors, and beneficiaries,
- Balance sheet,
- Statement of activities,
- Statement of cash flows,
- Statement of functional expense.
Annual Budget Process, audit preparation, and Support – 30%
- Work through the budget revision cycle until the final board approval,
- Upload the approved budget into the accounting system for real-time tracking,
- Directly coordinate with auditors for audit queries and requests and ensure that an annual audit is always carried out,
- Preparation of accounts leads, schedules,
- Posting of adjusting journal entries arising from the findings in the audit,
- Evaluate the need for a new system to improve internal business processes,
- Ensure a seamless migration process from old systems to new systems,
- Work closely with the program manager, and grant manager for budget details of a new proposal,
- Continuous review and assessment of control procedures, recommending and implementing improvements as necessary,
- Answer and provide guidance on overall finance operations, including other admin tasks that have financial implications.
- Knowledge of and demonstrated experience in accounting, financial management, sub-grants management, contracts, project budgeting, and reporting skills,
- Strong analytical capabilities and a high level of organization and attention to detail,
- Ability to demonstrate proficiency in using Microsoft Excel and other accounting software and creating dashboards highly desirable,
- Ability to work with people from diverse cultures and disciplines,
- Demonstrated capacity to work well under pressure, proven ability to multitask and complete projects successfully on tight deadlines,
- Ability to work both independently without direct supervision,
- Ability to supervise staff and manage project activities independently.
- A master’s degree in accounting, financial management, or a closely related field is strongly preferred.
- With 5 or more years of relevant experience.
- Additional qualifications will be considered as an asset.
- Strong academic background in accounting and financial management.
