STYL Program Manager
Background:
Based in Monrovia, Liberia, the Program Manager will support the STYL scale-up in Liberia. The position provides a unique opportunity to gain high-level management experience in scaling up a large country program in collaboration with partner organizations, donors, government, and other practitioners to foster the replication of an evidence-based and cost-effective program. The manager will work closely with finance managers, and the chief operating officer to ensure quality management of pre- and post-award grants functions. The Program Manager will support donor compliance, timely reporting, high-quality proposal development, project document filing, and preparing donor briefs. As a member of the Liberian management team, the Program Manager will work closely with and report to the Chief Executive Officer. S/he will direct the NEPI program in Liberia.

NEPI has worked in Liberia since 2004 as a national organization providing initiatives in peace and conflict transformation, mediation, dialogue, etc. One of NEPI’s programs, STYL, is a Cognitive Behavior Therapy (CBT) based hardcore youth rehabilitation program that addresses crime and violence, mental health, creates employment, and reduces extreme poverty among hard-core street youth. NEPI is dedicated to reducing youth crime and violence in Liberia, the Sub-Saharan Africa region, and the world to create safe communities for everyone.

Key Duties and Responsibilities:
Lead the STYL implementation in Liberia – 30%
- Coordinate the STYL program implementations in Liberia,
- Provide leadership and oversight to the 21 STYL program field staff in the program department per NEPI’s policies and procedures,
- Ensure effective monitoring and supervision of the STYL implementation activities,
- Develop monthly, quarterly, and annual program work plans,
- Develop and submit monthly, quarterly, and annual reports,
- Train field staff on program implementation and assist the program team with understanding implementation modality,
- Manage projects, follow up on deadlines set in the work plans, and engage in weekly emails and phone calls with the project’s teams in the field,
- Lead the fundraising activity to support NEPI’s program implementation, develop the program budget in collaboration with the finance manager,
- Research funding sources and grants, write grant and project proposals for the STYL scale-up,
- Receive grant agreements to monitor conditions, restrictions, grant payment schedules, and reporting deadlines,
- Provide technical guidance on rules, regulations, policy on donor giving and ensure compliance with donors’ requirements,
- Participate in the development and implementation of financial strategy and participate in project management meetings,
- Code expense to grants based on conditions and restrictions and ensure separation of funds,
- Create and maintain a dashboard for donor giving in the virtuous software platform,
- Monitor and support the use of a grant management platform (Virtuous) to ensure accurate tracking and record collection and monitor outstanding grant balance,
- Prepare grant-specific financial reports by referencing grant agreements, budgets, and management directions,
- Perform and document monthly grant-specific budget-to-actual comparison,
- Code donations and contributions to appropriate project accounts,
- Ensure that grants and contributions are processed, managed, and coordinated into the appropriate accounting system,
- Establish proper books and records for donations and gifts,
- Carry out frequent data backups, and maintain sound physical files, computer files, and folders to enable easy retrieval of information by the organization and others.
- Lead the development of memoranda of understanding for partners and guide partners’ relationships,
- Network and build relationships with organizations to identify potential new partnerships,
- Support the CEO to understand government policy processes, spaces, and opportunities to co-create evidence for policy programs,
- Manage key functions of the program to meet donor expectations in terms of timely and quality results, developing monthly, quarterly, and annual program work plans.
- Cultivate and steward donors
- Contribute to the budget revision cycle until the final board approval,
- Upload donations and contributions into the accounting system for real-time tracking,
- Preparation of donor-giving lead schedules,
- Work closely with the COO and finance managers for budget details of a new proposal.
- Knowledge of and demonstrated experience in program management,
- Expertise in CBT or Psychosocial initiatives,
- Expertise in writing proposals, project budgets, and contracts,
- Strong interest in social program planning, development, administration, and coordination,
- Good communication with strong organizational, time management, and analytical skills,
- Strong writing and editing skills with close attention to detail,
- Ability to follow procedures,
- Knowledge of and demonstrated experience in development, donor stewardship, financial management, sub-grants management, contracts, project budgeting, and reporting skills,
- Strong analytical capabilities and a high level of organization and attention to detail,

- Strong academic background in Social Program Planning and Development, business management, donor stewardship, and financial management,
